Axing young offender institutions is part of radical demands in major review of &#8216;dysfunctional&#8217; care system as annual costs spiral towards \u00a315bn<\/h2>\n<ul>\n<li><strong>\u00a0Independent review\u00a0 said cost of children in care will spiral to \u00a315billion a year<\/strong><\/li>\n<li><strong>Adverse outcomes of being in care cost the country \u00a323billion a year\u00a0<\/strong><\/li>\n<li><strong>Eighty calls for young offender institutions to be phased out in the next decade\u00a0<br \/><\/strong><\/li>\n<li><strong>Estimate 100,000 children in care in ten years, costing over \u00a315billion a year<\/strong><\/li>\n<li><strong>Education Secretary Nadhim Zahawi plans for \u2018bold and ambitious change\u2019<\/strong><\/li>\n<li><strong>20 percent windfall tax on the 15 largest private residential children\u2019s homes <\/strong><\/li>\n<\/ul>\n<p>\u00a0Young offender institutions should be scrapped as part of a radical reset of England\u2019s \u2018dysfunctional\u2019 care system, says a major report published today.<\/p>\n<p>The Independent Review of Children\u2019s Social Care said that without radical reform, the cost of children going into care will spiral to \u00a315billion a year.<\/p>\n<p>It suggested more should be done to get grandparents to take in troubled children and demanded a windfall tax on profits made by the largest private children\u2019s home providers.<\/p>\n<p>Authors warned that the adverse outcomes of being in care, such as higher risk of unemployment and ill-health, cost the country \u00a323billion a year.<\/p>\n<p>Among more than 80 recommendations is a call for \u2018wholly unsuitable\u2019 young offender institutions to be phased out over the next decade. Instead, troubled youngsters would be placed in \u2018secure children\u2019s homes\u2019 or \u2018secure schools\u2019, which would be less institutionalised and prison-like and \u2018more caring\u2019.<\/p>\n<p>The report called on the Government to ensure 30,000 more children can live safely with their families by 2032 rather than being put into the care system, breaking the \u2018cycle of escalating need and crisis intervention\u2019.<\/p>\n<p>It recommended giving financial help to extended family members who can step in and look after children. At present they have to go through the bureaucratic process of becoming an official foster parent before they can access funding.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/i.dailymail.co.uk\/1s\/2022\/05\/22\/23\/58149941-10843381-image-a-211_1653260145674.jpg\" height=\"556\" width=\"634\"><\/p>\n<p>Education Secretary Nadhim Zahawi said: \u2018This is the start of a journey to change the culture and dramatically reform the children\u2019s social care system&#8217;<\/p>\n<p>In response to the report Education Secretary Nadhim Zahawi said the Government would publish plans for \u2018bold and ambitious change\u2019 in the coming months.<\/p>\n<p>Josh MacAlister, a former teacher who led the review, said change was \u2018morally urgent and financially unavoidable\u2019. The review said care should not be based on profit, and that providers who have made \u2018unusually high\u2019 profits from the dysfunction of the current system should contribute to fixing it.<\/p>\n<h3>Report\u2019s key suggestions<\/h3>\n<p>Young offender institutions to be phased out over the next decade<\/p>\n<p>More support for extended family members such as grandparents, aunts and uncles who look after relatives who may otherwise go into care<\/p>\n<p>A windfall tax on profits made by the largest private children\u2019s home providers<\/p>\n<p>Being in care should be a protected characteristic \u2013 like age and sex \u2013 making it illegal to discriminate against someone<\/p>\n<p>A new \u2018expert child protection practitioner\u2019 role to improve the work of social workers<\/p>\n<p>A national drive to recruit 9,000 foster carers over three years<\/p>\n<p><\/p>\n<p>It called for a windfall tax on the 15 largest private residential children\u2019s homes and independent fostering providers. A tax of 20 per cent on profits could generate hundreds of millions of pounds to help transform the system, it claimed.<\/p>\n<p>Without a dramatic reset, the report said outcomes will remain \u2018stubbornly poor\u2019 and it estimated there will be around 100,000 children in care in ten years, costing more than \u00a315billion a year.<\/p>\n<p>In the report\u2019s foreword, Mr MacAlister said: \u2018The time is now gone for half measures, quick fixes or grandstanding.<\/p>\n<p>\u2018Changing the easiest bits, papering over the cracks, or only making the right noises, may in fact make matters worse.<\/p>\n<p>\u2018It will create the illusion of change but without the substance.
