A watchdog has outlined the measures probation officers could have taken to prevent a "psychopathic" man from killing four people.<\/p>\n

Damien Bendall, 33, will spend the rest of his life behind bars after he murdered Terri Harris, 35, her 11-year-old daughter Lacey Bennett, her son John Paul Bennett, 13, and Lacey\u2019s friend Connie Gent, 11, with a claw hammer.<\/p>\n

Bendall, who has an extensive criminal record, also admitted raping Lacey.<\/p>\n

Chief Inspector of Probation Justin Russell said the Probation Service\u2019s handling of Bendall was "unacceptable" and made 17 recommendations for improvement.<\/p>\n

The dangerous criminal was permitted to move into the home where the killings took place in Killamarsh, Derbyshire, with his future victims shortly after he was convicted of arson and handed a 24-month suspended sentence.<\/p>\n

An ex-partner of Bendall's also accused the killer of domestic abuse and made two requests for him not to contact her – one to HMP Exeter in May 2016 and a second two months later to Bendall\u2019s previous probation practitioner.<\/p>\n
