The hard-Left anti-racism group says it wants cash invested in services that “actually keep us safe” like mental health and social care.
Shadow home secretary Nick Thomas-Symonds pitched Labour as the party of law and order at its conference in Brighton.
He said: “No Labour home secretary will ever defund the police.
“That’s not our party, that’s the Tory party, and they have spent 10 years defunding our police.”
Mr Thomas-Symonds promised Labour would bring back neighbourhood policing to increase the “eyes, ears and boots on the ground”.
Local crime prevention teams would be set up.
Video doorbells and WhatsApp groups would create a “next-generation neighbourhood watch”.
In its first year in power, the party would double special constable recruitment.
Mr Thomas-Symonds appealed to voters who deserted under Jeremy Corbyn to “look again” as Labour is “committed to keeping you, your family and community safe”.
