Joe Biden is pardoning all prior federal offences of “simple possession” of marijuana. The use and possession of the drug has been illegal under federal law under the Controlled Substances Act of 1970.

He said in a statement: “There are thousands of people who have prior federal convictions for marijuana possession, who may be denied employment, housing, or educational opportunities as a result.

“My action will help relieve the collateral consequences arising from these convictions.”

Mr Biden added he had directed Attorney General Merrick Garland to develop an “administrative process” for issuing pardon certificates to those who are eligible.
